President or King?

Did the Founding Fathers of the US imagine a leader with the power of the presidency where one man, with the stroke of a pen through Executive Orders, could dictate policy without reference to Congress? What difference then between them and the royal edicts of King George? What of democracy and the country's independence from the powers of a tyrannical ruler? Have they not inadvertently replaced one king with another?
